AI chatbots emerge as lifelines for women facing gender-based violence – Devdiscourse


Artificial intelligence is beginning to redefine the fight against gender-based violence (GBV), according to a new multidisciplinary study that explores how chatbots are helping women seek legal and psychological assistance. The research, titled Chatbots and Empowerment in Gender-Based Violence: Mixed Methods Analysis of Psychological and Legal Assistance and published in Social Sciences, provides one of the most comprehensive investigations into the use of conversational AI as a tool for empowerment, focusing on women in Peru who use chatbots for support and guidance in GBV situations.
Based on a mixed-methods design involving both statistical and qualitative analysis, the study evaluates the transformative impact and limitations of chatbot technologies in providing women with confidential, real-time access to resources. Its findings underline both the promise and fragility of AI-driven support mechanisms in one of the most sensitive and complex areas of human rights protection.
The research revolves around the way chatbots, AI-driven conversational systems, function as an accessible first point of contact for women experiencing psychological, physical, or legal abuse. The authors analyzed responses from 1,000 Peruvian women who had interacted with such systems to assess their role in enabling empowerment, privacy, and autonomy.
Results show that 64 percent of participants found chatbots useful for accessing immediate information about their rights and available services. However, only 27 percent used these tools to report actual cases, signaling persistent barriers related to trust, data privacy, and digital literacy. For many women, particularly those in rural or underserved regions, connectivity problems and limited familiarity with AI systems restricted their ability to benefit fully from digital resources.
Yet, for frequent users, the study found that chatbots played a critical role in building self-confidence, emotional independence, and decision-making ability. These women demonstrated greater awareness of their legal options and were more likely to seek formal intervention. Anonymity emerged as a defining strength of chatbot platforms, allowing survivors to share details they often avoided disclosing in person. The study emphasizes that such digital anonymity fosters openness while reducing fear of social judgment, offering a psychological safety net in a context often marked by stigma and silence.
The researchers used Multiple Correspondence Analysis (MCA) and cluster analysis to identify key patterns in chatbot use and user empowerment levels. Their findings reveal two dominant barriers shaping women’s engagement with chatbot systems. The first is technological, limited access to high-speed internet, unreliable device connectivity, and underdeveloped AI infrastructure, which together explain roughly 17.7 percent of behavioral variance. The second is psychosocial, lack of digital trust, fear of surveillance, and concerns about how personal data are stored or used, contributing an additional 16.7 percent to overall variance.

Through this analytical lens, the study demonstrates that empowerment is not simply a function of access but of sustained, trust-based engagement. The authors highlight that personalization and empathetic design are essential to creating chatbot systems that resonate emotionally with survivors of abuse. Women who reported the highest satisfaction emphasized the importance of compassionate tone, context-sensitive responses, and the ability to receive clear, action-oriented guidance without bureaucratic delays.
However, the study also warns that current chatbot technologies face limitations in addressing the emotional depth of gender-based violence. Algorithmic bias, impersonal dialogue structures, and lack of cultural sensitivity can hinder their effectiveness. The authors stress that chatbots must evolve beyond simple informational tools toward systems capable of recognizing emotional cues and adapting to individual psychological states.
While digital technologies have opened unprecedented opportunities for inclusion, the research cautions that the benefits are unevenly distributed. Women in rural or low-income regions remain disadvantaged due to unreliable infrastructure, limited smartphone access, and higher levels of digital illiteracy. Without targeted interventions, these divides risk reinforcing existing inequalities in access to justice.
Privacy and security emerge as another major concern. Many users expressed fear that personal data shared with chatbots could be accessed by unauthorized third parties or even abusers. The researchers emphasize that robust encryption, transparent data governance, and clear accountability mechanisms must underpin all AI-based support initiatives. Without these safeguards, trust in digital platforms will remain fragile, reducing their potential impact on real-world empowerment.
The study also calls for the integration of chatbots into national and institutional frameworks for gender-based violence response. Governments, NGOs, and technology developers are urged to collaborate on ethical design standards that prioritize both user safety and psychological sensitivity. The authors recommend the inclusion of AI chatbot services in official reporting systems, enabling survivors to access legal and counseling support seamlessly within a unified digital ecosystem.
Additionally, the research envisions the next generation of chatbots as emotionally intelligent companions rather than transactional information providers. By embedding machine learning models that detect stress, fear, or emotional distress through language patterns, AI could eventually offer personalized emotional support and intervention referrals in real time.
